Durbin Crossing residents pushing for safety improvements at the North Durbin Parkway and Sanctuary Road roundabout will get an update Monday, Sept. 28 when the Community Development District board meets at 6 p.m.

The roundabout has been on the board's action items list since Feb. 24, 2025, according to the meeting agenda packet. District Engineer Mike Yuro is responsible for coordinating with St. Johns County on the issue.

At the board's Aug. 24 meeting, Yuro reported that the county hired a consultant to study traffic signal timing by mid-to-late September and is coordinating with the Florida Department of Transportation for additional traffic counts.

The district has pressed the county on roundabout lighting for months. District Manager Daniel Laughlin sent a letter to County Commissioner Christian Whitehurst on Feb. 12 requesting the county prioritize lighting installation. The letter cited multiple traffic crashes at the roundabout, including one involving a child struck while riding a bike, and attributed the crashes in part to low lighting. The county had told the district in January that roundabout lighting does not fit within its budget but may be considered at a future date.

The Sept. 28 agenda notes the roundabout item's status as "Continue to monitor. Revisit on October."

The board will also consider proposals for updating the district's Capital Reserve Study. That item was tabled at the Aug. 24 meeting. Vendor names and dollar amounts were not included in the publicly available portion of the agenda packet.

A request to hold tutoring classes at the amenity center is also on the agenda.

Financial snapshot

The district is in solid financial shape. Financial statements in the agenda packet show $4,982,040 in total assets as of Aug. 31, broken across the General Fund ($945,036), Debt Service Fund ($3,009,678) and Capital Reserve Fund ($1,027,326). Total liabilities stood at $8,817.

The General Fund posted a net change in fund balance of $336,694 through Aug. 31, with total revenues of $3,032,252 against an adopted budget of $3,010,402. Special assessments collected totaled $2,977,129, exceeding the budgeted $2,960,402 by $16,727.

At the Aug. 24 meeting, the board unanimously approved the fiscal year 2027 budget with no increase in assessments. Laughlin said small increases throughout the budget were balanced with other line items and are contractual and inflationary.

The board also approved a $60,000-per-year pond maintenance contract with Florida Waterways, Inc. starting Oct. 1 and up to $64,000 for slide and play feature repairs at the North amenity center.

The Sept. 28 meeting begins at 6 p.m. at the Durbin Crossing South Amenity Center, 145 South Durbin Parkway, St. Johns. The next scheduled meeting is Oct. 26 at 6 p.m.
