A 7.21-acre property on County Road 13 N. could become an agritourism resort with farm stays, horseback riding and guided St. Johns River fishing trips.

Property owner Kerry Nelson has filed a pre-application with St. Johns County for the Tocoi River Ranch, a lodging and farm-experience destination at 13550 County Road 13 N., near the historic Tocoi Landing area. Sheryl Nelson is representing the project, the Jacksonville Daily Record reported.

The filing calls for six two-bedroom cabins, ranging from 550 to 750 square feet, and six screened treehouses with electric power. The application lists 29,000 square feet of proposed buildings across the site, the St. Johns Citizen reported.

It would operate under the Florida Agritourism Act, integrating what the filing describes as bona fide agricultural activities.

The ranch would keep three or four horses and offer riding lessons, equine therapy and stall space for guests who bring their own horses, according to the filing. A barn with six to eight stalls and a smaller barn for animal encounters are also in the plans. Visitors could interact with miniature cows, goats, rabbits and chickens, and the proposal lists beekeeping among its agricultural activities.

A greenhouse and gardens would supply pick-your-own produce and classes. A tea house would host activities such as drying and canning. The filing describes the concept as combining hands-on animal care with small-scale agricultural production.

Water-based activities would include guided fishing tours, kayak, paddleboard and canoe rentals, and what the filing calls "aquatourism" programming focused on river ecology. Guests would launch from the Riverdale Boat Ramp, about 2.5 miles from the property. A "catch-and-cook" option would let visitors have their fish prepared on-site by a farm chef.

A planned amenity center would house a farm store, classroom, game room, kitchen and dining area. Outdoor features in the proposal include a pool, firepit, picnic tables and a fish-cleaning station. Cabins and common areas would display material about Tocoi Landing, the Bartram Trail and the St. Johns River.

Longer-term plans include a private homesite. The filing places that addition three to five years out.

The pre-application is a preliminary step. It gives the owners a chance to discuss the concept with county staff but does not constitute approval to build. The St. Johns County Development Review Committee (DRC) is scheduled to discuss the proposal Wednesday, Oct. 7.
