St. Johns County voters can cast ballots starting Wednesday, Oct. 21, when early voting opens for the Nov. 3 general election.

Ten early voting sites will operate from 8 a.m. to 6 p.m. daily through Saturday, Oct. 31, according to the St. Johns County Supervisor of Elections website. Two sites are in the 32259 ZIP code in St. Johns: the Julington Creek Annex at 725 Flora Branch Blvd. and RiverHouse at RiverTown at 140 Landing St.

Voters who prefer to vote by mail have a tight window. The deadline to request a mail ballot is 5 p.m. Thursday, Oct. 22, one day after early voting begins. Completed mail ballots must reach the Supervisor of Elections office by 7 p.m. on Election Day, Tuesday, Nov. 3, to be counted. Voters can return them by mail, at secure ballot intake stations at any early voting location during voting hours, or in person at the elections office at 4455 Avenue A, Suite 101, in St. Augustine.

Mail ballots cannot go to Election Day precincts.

What's on the ballot

The Nov. 3 ballot carries two measures with direct fiscal consequences for St. Johns County taxpayers.

Proposed Amendment 3, a statewide property-tax measure, would expand the homestead exemption, reduce the assessment cap for most non-homestead properties and add residency requirements for the expanded exemption. The Florida Office of Economic and Demographic Research estimates St. Johns County could lose roughly $68.3 million in property-tax revenue in fiscal year 2028, growing to $191.6 million by fiscal year 2032, according to a county informational page on the amendment.

The Board of County Commissioners has already responded to that uncertainty. The board adopted a $1.9 billion fiscal year 2027 budget on Sept. 15 with $100 million in capital improvement projects on hold and about $8.6 million in positions flagged for reassessment after the election.

A separate local ballot question asks voters to approve a land conservation general obligation bond. A resolution to place the bond question on the ballot appeared on the county commission's Aug. 18 agenda, after the board directed staff to prepare it at its July 21 meeting.
