Homeowners in Isles of Bartram Park would pay the same operations and maintenance assessment for a second straight year if the community development district board adopts its FY 2027 budget at a public hearing Friday, Aug. 28.
The Board of Supervisors is also scheduled to accept the resignation of Supervisor Jason Lanciotti, appoint a replacement to fill the remainder of his term through November 2028 and consider proposals to install a fountain in Pond 7.
The meeting begins at 11 a.m. at the offices of Governmental Management Services, 475 W. Town Place, Suite 114, St. Augustine. An audit committee meeting will precede the regular board meeting.
Budget holds assessments flat
The FY 2027 approved budget keeps the O&M special assessment at $533 per lot, unchanged from FY 2026.
Including debt service, total annual assessments range from $1,698 to $2,105, depending on lot type and applicable bond series, across the district’s 635 homes. Most assessments range from $1,738 to $2,105; one 83-foot lot with only Series 2017 bond debt would pay $1,698.islesofbartramparkcdd
Total general fund revenue is projected at $321,981. The budget includes $274,854 in general fund expenditures and a $47,126 transfer to capital reserves. The reserve transfer is down from $55,629 in FY 2026.islesofbartramparkcdd
Major line items include $68,894 for landscape maintenance, $34,960 for lake maintenance and $10,000 for waterfall and entry-pond maintenance. General maintenance increases by $2,000, to $5,000.islesofbartramparkcdd
The board approved the FY 2027 budget May 15. Friday’s public hearing is scheduled for final budget adoption.
Lanciotti resignation, appointment
Lanciotti holds Seat 5 on the board. The meeting agenda lists acceptance of his resignation, appointment of a new supervisor and administration of the oath of office. District records available online do not state the reason for his departure.
After seating the new member, the board is scheduled to elect officers. That could change the chairman and vice chairman positions, currently held by Scott Forshey-Friedman and Joseph Zemel, respectively.
Seats 2 and 4, held by Nancy Brown and Zemel, respectively, are up for election Nov. 3.
Pond 7 fountain bids
The board will consider proposals from High Tide Electrical, Innovative Fountain Services and Yellowstone Landscape for a Pond 7 fountain installation. Bid amounts were not included in the posted agenda.
The project follows the board’s June 2025 approval of work to install two fountains in Pond 6. The approved proposals totaled $37,560: $13,000 for Yellowstone Landscape, $13,870 for High Tide Electrical and $10,690 for Innovative Fountain Services. The board agreed at that meeting to evaluate Pond 7 in January 2026.islesofbartramparkcdd
Other business
The agenda also includes ratification of agreements with Yuro & Associates for stormwater inspection and Innovative Fountain Services for floating-fountain maintenance; review of a pond-bank inspection report; adoption of amended rules of procedure; and discussion of FY 2027 goals and the coming year’s meeting schedule.
Residents may attend the public hearing in person at the GMS offices. The board is expected to discuss or establish its next meeting date during Friday’s session.
